Most planning jurisdictions require a Conditional Use Permit (C.U.P.) for any project that may not be considered as a "usual" occurrence.  Cemeteries certainly fall into this category since very few are started each year.  It may be that a new cemetery will be started in a community once in 100- years.

 The C.U.P. is presented to the local zoning board for consideration.  Often, this is a critical part of the planning process.  We will either present the plan to the zoning board, or assist the client in their presentation, depending upon the wishes of the client.  In any case, the client is furnished with sufficient background information to address the most frequently asked questions of the zoning board.
